The US regulations include software that has hooks "specifically" for
encryption. So merely being a front-end isn't enough to get it off the hook.
However the fact that it is more general than just crypto is. 

It can handle arbitrary encodings including gzip, dos line-endings, etc. 
So it isn't providing hooks "specifically" for encryption.

This is only my interpretation but I wouldn't worry to much about crypt++.el.
Mutt, PinePGP, Premail, etc. Are, however, probably more of an issue.
