Intend to package sp 1.2

Christian Leutloff sent a message a couple of days ago about packaging sp
1.2. After exchanging some messages privately with him, and considering
that it's been a couple of NMU's and several months since the last MU, I
agreed to take over maintainance of sp. If anybody objects, please say so.
There are three open bugs filed against sp:
sp 14319 alpha port of sp
sp 14937 non-maintainer release od sp for libc6
sp 16084 sp: Development libraries aren't included
#14319 and #14937 can be merged, and closed after the upload of 1.2.
#16084 asks a new package sp-dev (Graham, could you please email me
privately to confirm what *has* to be included in such a package? I use
sp, but I have never used the library)
I'll be working on this over the weekend.
