Then we are still discussing "non-maintainer uploads/version numbering".
In that case I find the paragraph to be ambiguous, confusing, and not to
the point.

If there is a reason to upload a new .deb package then that alone is
sufficient to require an incremented version number. Every "new" release
of a package should come with a "new" version. Only if an md5 sum of the
"new" package is identical to that of the old would the version remain the
same. In that instance there is no reason to upload the new file.
