A package's dependencies are not really relevant when deciding its section.
I think Kristoffer's reasoning is absolutely correct.

?? Section has nothing to do with priority either.

Perhaps, at the same time, we can fix the problem where all X11 packages
install in /usr/X11R6, rather than just /usr.
