Proposal for project leader: Ian Jackson

I'm not sure if he was already proposed, nominated or whatever.
Thus I hereby propose Ian Jackson as project leader for Debian
GNU/Linux for the next leading period.

During the second half of this year Ian has worked pretty well
as project leader, initiating several new mechanisms and 
structures spreading leading power over more people.  He has
shown that a leader does not need to be dictating his ideas.

I'd like him to continue this and establish a proper framework.
