Taking over the rc package.

I'm not quite sure how it happened ;-) but during a private conversation
with another developer I agreed to take over the rc package (a C like
shell). If anyone else has a stronger wish to maintain this package,
please let me know. Otherwise I will upload a "new" version this evening.
