As the maintainer for a2ps, I felt that this was appropriate for the Debian
pre2.2 release (aka "potato"). I have a good relationship with the upstream
author, Akim.  Further, one reason 4.10.4d is on alpha.gnu.org is that the
upstream author followed my suggestion to include upstream support for
libpaper, right in a2ps. 4.10.4d is the fourth release, so some bugs have
already been squished.  A second reason is that 4.10.4 was the first release
of a2ps as official "GNU" software, so Akim is prudent about code management.

Another case in point is GNU acct [ which I maintain since '95 ].  For years,
GNU acct was only on alpha.gnu.org. Yet, it had been package for Debian by
Ian Murdock himself, along with many other GNU packages when the Debian
project was started. So no, I don't think that such a policy exists, or
existed. It's a case by case decision based on the merits of an individual
piece of software.
