The point is to avoid the Windows "Where'd my HD space go" syndrome when checking out new packages. If I want to see some new program which requires a library to be installed it is nice that Debian's packaging installs it for me. But if 20 minutes later I decide I don't like that piece of software should I really be required to be stuck with the library or try to remember what it is in the how-many libraries there are?
