Is this directed to the policy prodcess? What you call
``buerarcracy'' is what I call opening up the policy creation process
from the slings and arrows of individual policy czars. This is a
process that has removed all possibilities of accusation like that
which drove our last policy editor off the job (undue influence on
policy). It removed the responsibility of keeping track of and
selecting action items from one person and put it on the (open) group
of people who have expressed an interest in policy issues (by joining
debian-policy).
You may call that, bureaucracy, but I call it ignorance, at
best. If you have a better method of achiving independence from
individual whimsy, let us hear it
