No particular reason.
FSF/GNU/whatever. The current paxutils sources are on a machine at U Montreal,
but the primary maintainer is the maintainer of the GNU tar package, and it
seems clear to me that this package will have the same status as other FSF/GNU
packages when it is completed.
The tar pre-release versions were mirrored to alpha.gnu.org, I haven't looked
to see if paxutils is there, too. It's not particularly important to me.
