Nope, because the GPL would grant you the right to modify any part of
the program.  Your other suggestion had the same problem.

I think that this does the right thing:

   "In addition to the permissions granted in the GPL, you may distribute
    copies of this program linked against Qt.  You must comply with Qt's
    license for the distribution of Qt, you must comply with the GPL
    for the distribution of the remainder of the program."
