Not necessarily. My debian CVSROOT is in /home/debian/cvs-repository,
and it's all owned by the debian group.
You could also put your CVS repository in /usr/src/CVSROOT and
have it owned by group src, and with the sgid bit on the directories,
everything stays owned by the right group.
