Maybe because you didn't in the first place. the ls-LR contains the times
in the CST timezone and does not vary with the local time of the mirror.
We recently converted ftp.debian.org to use rsync which means all of it's
times changed and mirrors that rely on the timestamp of the ftp server
will get (badly) bitten.
