[I'm sending this answer to the list and taking out much of who wrote it and
what they voted.  I think this will be of interest to all]

First off, you can get a second CFV by emailing "ballot@vote.debian.org" with
"constitution" as the subject.  (of course, w/o the quote marks).

Second, the reply email address (and name) come from the email address on your
PGP key.  It's another layer of identity check (or would be if developers kept
that address current.  I know one person's address wasn't during the test run
and I saw one person just has "name" no last name and no email)
