POSIXLY_CORRECT, patch and dpkg-source

Some while back I posted that I was having trouble with patch such that I
could not use `dpkg-source -x', because patch would refuse to create new
files.

I have traced this behaviour to the presence of POSIXLY_CORRECT in my
environment. If this is unset, the problem goes away.

However, I am unable to find out what is setting it. There is a reference to
it in the bash changelog, but some versions back, whereas I only got hit by
this behaviour quite recently.

Can anyone tell me what is causing POSIXLY_CORRECT to be set?
