the license certainly seems like it is DFSG free.

it's still confusing though. it seems to me as if it's LGPL but they
make an exception which makes it roughly equivalent to a BSD license.

am i reading this wrong, or does this say "you can re-license a modified
binary-only version of this library under any terms you like".

it's their software and their license, but have they considered that this
clause leaves them open to having their code stolen into proprietary
packages?  worst case scenario is that someone adds a comment (or some
other trivial change) and then gets to license it any way they like.
