There is no concensus on this (check recent archives of -policy).
Personally, I'd like to see software that depends on X to be under
/usr/X11R6, but that seems to be a minority viewpoint.

Ah. That's a useful datapoint. I noticed it started dumping on my machine
too, but I track "unstable" completely, so I didn't know which upgrade
introduced the problem.
