Ratifying the constitution

Hi,

	I think that we really need to get a move on about ratifying
 the constitution. Issues like KDE are not going to get resolved or go
 away nicely by themselves; the general resolution protocol delineated
 in the constitution seems to be ideal for the task.

	We even have a tested vote-taking mechanism ;-)
