[Proposal] debian-licenses mailing list

I think a sizable portion of the traffic to this mailing list is about
some copyright / licensing intricacies.  I understand the importance of
such issues to the Debian project.  But I also feel that such discussion
tends to make the traffic to debian-devel unmanageable.  How about a
debian mailing list just to discuss licensing issues?  Just an idea.
