    I have similar problems here, but since my ISP is a bit flakey, I'd
thought it was a problem on their end.  A more serious thing that
happens on my end is that the modem itself occasionally gets confused
and stops responding to even a poff/pon.  When that happens, I actually
have to power cycle the modem.  Fortunately, it's extremely rare (seen
it twice in six months), and usually happens right after I go from
Windows95 after it was dialed in straight to Linux, which then
automatically dials in.

    So anyway, you're not alone.
