userid for vmailer

vmailer (a mail-transport-agent) needs a user id, which can be allocated
dynamically if desired.  (Although I wouldn't complain if it was static - it
makes the postinstall script simpler...)  As it currently sits, the
postinstall script is written assuming a dynamic user id, allocated if not
present within the postinstall script.

I would propose the name 'vmailer', in keeping with the apparent tradition,
and leave the decision to make it static or dynamic up to the list.

As it sits, it looks like the public beta should be upon us shortly, at
which time I'll be able to upload the package.
