Packages vs. files on mirrors

It can be sometimes seen on mirrors, that files mentioned in `Packages'
do not correspond to files on disk (newer versions of files are in
Packages).  I can imagine it can happen when `Packages' or archive is
updated during mirroring process.  Are there any guidelines, how to
avoid this problem on the mirroring site (e.g. generating Packages
locally or mirroring at certain time)?
