hamm's base-files is version 2.0. Guess why?
No need for a separate package.
BTW: I dislike very much the idea of making packages to depend on
a specific version of base-files, dversion, or whatever. This breaks
what we have told our users: That they can, in general, mix packages
from different releases of Debian. Of course this was not completely true
when switching from libc5 to libc6, but we should not repeat this again.
