Any sort of proxy firewall. http firewalls -amazingly- well, ftp is just

Yep, http is trivial, you could do it just like you did with nc if you
provide some smarts to strip the reply headers.

Having a fixed site is not that desirable, it must be possible to select a
custom site. All the user needs to enter is the base of the debian tree,
ie, http://ftp1.us.debian.org/debian and the rest of the path can be
generated.
