Yes very good idea. I agree with the opinion that the freeze
should be earlier, yet - October 15?

This would be very important, removing Debian's bad reputation
for vapourware.

Why not _add_ source dependencies before that?
Ok real proposal then:
1: source dependencies may be in the .dsc only, no need to
propagate them to the .deb (and consequently to Packages and
status)
2: a new list would be a place for this - debian-autobuild or
something, so everyone who's interested can start serious work
and everyone who isn't can get rid of this.
