Read the thread - that's been answered at least twice.
Basically, nothing. That's exactly what we'd like them to do, in fact.
In practice, they couldn't modify the GPL (it's copyrighted) but they
could addend a qualifier. 'This project is distributed under the GPL
except that we also grant you permission...'
