Hmm... I suppose you could try stuffing something into Xsetup_0.  This is
the one that gets run to prepare the login screen.

I've not tested to make sure it gets run if the server won't
start.

I guess maybe it's time to think about doing something really warped
(like maybe changing X, but making its bailout behavior sensitive to an
environmental variable, which we set before running xdm).
