intent to package: licq



I have been using and talking to the writer of licq - a free ICQ
clone. The code itself is GPL'd, but the current interface uses
Qt, so it will go into contrib. There are plans to make it
interface-independent (like mc) in the future.

However, it uses the ICQ protocol (it actually acts as if it was
ICQ) so I wonder if it is legal.
