DPKG error message about 'status' file



I am nearing the completion of my first Debianized source package
(cheers) and finding myself caught in a snag.  I'm using the gnu hello
debian/ files as templates which has worked well.  The catch occurs
when it executes the command

  dpkg-shlibdeps curves

which returns the output

  dpkg: failed to open package info file `/usr/var/dpkg/status' for reading: No such file or directory
  dpkg-shlibdeps: failure: dpkg --search gave error exit status 2

I successfully compiled dpkg for a non-debian system (more cheers) and
installed it.  The question is, what is this 'status' thing.  Is it a
file?  A directory?  When I touch it to create an empty file, there is
a problem finding the 'available' file in the same directory.  I touch
this and I find loads of errors where it cannot find dependency
information and others where it complains about my empty changelog
file.

Sometimes I can hack my way through these kinds of problems and create
a workable product.  Here, I fear that I'm swimming into domain of the
undertow.

Suggestions?
