Have a look at the wvdial package.  It doesn't help with generating a
script, but it does some magic behind the scenes which gets you
connected.  (The docs say it's beta software, but it worked for me.)
The main problems are that you can't extract its knowledge and put that
into a chat-type script, and if it doesn't work, there's nothing you can
fiddle with short of attacking the source and recompiling.
