ircII status

Ok, here is the latest:

I called Michael Sandrof, and he seemed ammenable to working with
changes in the licensing..  He was actually under the impression that
he had nothing more to do with anything, having transferred the
program to Troy Rollo.. 

Anyway, given that things are looking good, it would be a shame to
leave ircII, epic, bitchx and tkirc out of hamm.
