Perhaps the place to look is not in the dependencies but in the .deb
itself.  Right now every package has a 'debian-binary' entry in it
indicating, I assume, that it is indeed a .deb.  This file (or
redhat-binary, or suse-binary) could specify distribution and perhaps
even how important the distribution compliance is.
