Because there are two meanings to release-critical. release-critical
_to the release_ for packages which can not be removed (Essential
packages, ftp.debian.org issues) and release-critical _to the
package_.  Release-critical bugs against extra packages are the latter
type and as such will not hold up the release; if they're not fixed in
time, they'll simply be removed from hamm (as Brian is planning to do
rather soon, IIRC).
