     I believe the chairman should have a normal vote, plus a casting
vote if necessary.  As the draft constitution now stands, electing a
member of the committee to the chairman's post essentially neutralizes
him as far as the technical committee is concerned, but at the same
time makes him eligible to stand in for the leader.  This seems
inconsistent.

     I don't see a connection here, but I see no problem with allowing
the leader to vote like any other developer.
