There are several access options in dselect, which seem to have
different defaults and dialogs. What you are quoting sounds like the
ftp option. I have recently used the following options to access my
local mirror:

mounted - Install from a filesystem which is already mounted.
harddisk - Install from a hard disk partition (not yet mounted).

Both of these options use the same dialog. Following is an
excerpt from a transcript of a session using the base-install disks
v. 2.0.6, with the "harddisk" option selected:

I need to know which disk partition contains the distribution files;
disk partitions are specified by the block device name in Linux.
By the way, /dev/hda1 looks like a DOS partition.
Enter the partition's block device name [/dev/hda1]: /dev/hda5
The partition table for /dev/hda claims that /dev/hda5
contains filesystem type ext2.
Supported filesystems: ext2 minix msdos proc iso9660
Enter filesystem type (for /dev/hda5) [ext2]:

All directory names should be entered relative to the root of the
ext2 filesystem on /dev/hda5.

In order to make it easy for me to find the relevant files I'd ideally
like to install from a straightforward copy of the Debian distribution.
To use this I'll need to know where the top level of that copy of the
distribution is - this directory usually contains the Packages-Master file.

If you do not have a straightforward copy of the distribution available
just answer `none' and we'll go through the parts I need individually.
Distribution top level ? [none] debian/dists
debian/dists/stable/binary-i386 does not exist.

Which directory contains the *.deb packages from the main distribution
area (this directory is named `stable/binary' on the distribution site) ?
Say `none' if this area is not available.
Enter _main_ binary dir. []
 ? debian/dists/hamm/binary-i386
Using `/debian/dists/hamm/binary-i386' as main binary dir.
Using `/debian/dists/hamm/binary-i386/Packages.gz' for main.

Which directory contains the *.deb packages from the contrib distribution
area (this directory is named `contrib/binary' on the distribution site) ?
Say `none' if this area is not available.
Enter _contrib_ binary dir. []
 ? debian/dists/hamm/contrib/binary-i386
Using `/debian/dists/hamm/contrib/binary-i386' as contrib binary dir.
Using `/debian/dists/hamm/contrib/binary-i386/Packages.gz' for contrib.

Which directory contains the *.deb packages from the non-free distribution
area (this directory is named `non-free/binary' on the distribution site) ?
Say `none' if this area is not available.
Enter _non-free_ binary dir. []
 ? debian/dists/hamm/non-free/binary-i386

Which directory contains the *.deb packages from the local distribution
area (this directory is named `local/binary' on the distribution site) ?
Say `none' if this area is not available.
Enter _local_ binary dir. []
 ? none
