dpkg calls postinst when preinst fails

I now believe that this is a bug in dpkg.  The packaging manual says that if
preinst fails, then the postrm should be called.  This version of dpkg
(1.4.0.22) somehow calls postinst instead.

Does anyone know when dpkg started doing this or has this bug already been
reported?
