mktemp is in debianutils.  This is an essential package, and I believe that
dependencies should not be stated on essential packages.  However, I
can't find that in the Packaging Manual.

Do I, perhaps, need to declare a dependency on a particular version of
debianutils?  At what release was the mktemp command introduced?
If a dependency is needed, it would affect any packages which have used
mktemp to implement policy on the use of temporary files.
