As you can see, it's been a while since I've looked at debian-devel
(catching up now).

This is a good idea.  Make sure to read
/usr/doc/emacsen-common/debian-emacs-policy.gz.

The only tricky things will be getting the load-path right, and making
the info pages available.  We really need a slightly improved
install-info that can handle non-standard (i.e. in subdirs) dir file
placement.
