One of the co-maintainers of dpkg (Klee) has made an
experimental dpkg [not available widely, or outside the CVS
tree]). It has support for multiple upstream tar balls, multiple
patches to be applied in sequence using a custon unpack script (in
case one needs to move things around between pathces or whatever); it
has unpack-depends, and a separate build-depends. (It has other stuff
too, it is just that these points stuck in my memory).

I think this shall be workable. In fact, I think it is
working, at least for the author (I do not have access ot it
either). I would advocate patience. It is not as if we could change
the souce format in the middle of a freeze anyway.
