In that case, I'd think this bug should be re-assigned to 'ftp.debian.org'
and marked as 'important'. This bug is really not a bug in any tetex-*
package, but a 'bug' in the ftp archive. When will a dependancy check be
built into the program that moves .deb files from Incoming into the
archive?

You can get around this by putting tetex-bin on hold. Then dselect will
not want to upgrade it and will do its dependency check with the currently
installed version instead of the 'newer, available' version.
