The sentence "This licence agreement is intended to give anyone the right
to share SWI-Prolog for non-commercial use." is in what seems to be a
prologue and not part of the license.  It also doesn't really express a
restriction.  You might ask the author to clarify it, though.
This causes me a bit of concern, though:
  6.  If you base research on SWI-Prolog and publish on  this  research,
  you   must   include  appropriate  acknowledgements  and  references  to
  SWI-Prolog in your publication.
Is this a restriction on a field of endeavor?  What is he getting at here?
