RFC 2229 (ftp://ds.internic.net/rfc/rfc2229.txt) defines the Dictionary
Server Protocol (DICT), which is a TCP transaction based query/response
protocol that allows a client to access dictionary definitions from a set
of natural language dictionary databases.
The dictd source includes a server and a client implementation of the protocol.
dictd itself is GPLd, and the data files are all DFSG free, AFAIK (though I
have not yet looked at all of them).
