netstd is not an essential package and it is okay if all networking
binaries stop working while the package is unconfigured. dpkg will not
allow the configuation of netstd while it's depends are unsatisfied.

I don't think netstd is important enough to warrent the predepends (why
does it predepends on netbase btw?) Predepends (in this context at least)
means the package may never, EVER be non-working, making libreadline 
a pre-depend is pointless because the package could still break without
libc6.
