If you want dpkg to know it's there, you can use the installer package
named netscape4 in the contrib section of the 'unstable' distribution. The
file name is
<debian-root>/dists/unstable/contrib/binary-i386/web/netscape4_4.0-7.deb
at your local Debian ftp mirror.
