login/ssh/xdm : enviroment handling

suggestion (don't know if this is good) :
the login.c of shadow can be downtrimmed very easy to set the
necessary environment variables. this would have the benefit of
also handling :
 - UMASK
 - ULIMIT
 - "TZ" environment
 - "HZ" environment
 - IFS (disableing)

ok, it will remove 90% functionality from login, but this way you can
write a very small program, that will reflect the login.defs.
xdm should execute this program, and the program will in turn execute
the Xsession file.

ok, the idea isn't new, the only new thing is : take the code from the
shadow suite.

btw : how to cron and atd work ? what environment variables do they set
up ? what about limits ?
