The rationale for this is also in the policy:

"Packages should try to minimise the amount of prompting they need to do".

When a package has a "conffile", dpkg always asks about this file being
replaced or not by the version inside the .deb file. But in this case:
Who will want to replace, say, "Europe/Madrid" by "Factory"? This is a
stupid question! That's why the policy says it is much better not to use
conffiles "for files which contain site-specific information".

Perhaps I didn't explain well in my first mail about this. It is our
policy who says we should try to minimise the amount of prompting.
