Yes, because the "compress" program is non-free, due to the silly Unisys
LZW patent.  You may find the "ncompress" package in non-free.

Note: You only need "compress" for creating *.Z files.  Gzip can handle
decompression of *.Z files.

$ dpkg -s ncompress
