Yes, because the "compress" program is non-free, due to the silly Unisys
LZW patent. You may find the "ncompress" package in non-free.

Note: You only need "compress" for creating *.Z files. Gzip can handle
decompression of *.Z files.

$ dpkg -s ncompress

Package: ncompress
Status: install ok installed
Priority: optional
Section: non-free/utils
Installed-Size: 40
Maintainer: Adam Klein <aklein@debian.org>
Version: 4.2.4-6
Depends: libc6
Description: Original Compress / Uncompress for News Transfers etc.
 Compress is a fast, simple LZW file compressor. Compress does not have
 the highest compression rate, but it is one of the fastest programs to
 compress data. Compress is the defacto standard in the UNIX community
 for compressing files.
 This package contains a copyright notice from one of the original author in
 the file /usr/doc/ncompress/copyright.
