Yes, you're completly right. Luckily, that's exactly how conffiles work. The
only time the conffile in the package should change is if the format
changes. If the format does change, you'll want to know about it, and dpkg
will prompt you. Otherwise, on a normal upgrade, dpkg will notice that the
conffile in the package has not changed, and leave your locally modified
high scores file alone.

This should definitly be done for those games that support it. But a lot do
not.
