New place for /etc/magic ?

Upstream has chang /etc/magic to /usr/share/magic.

Idea:
 * I'll move /etc/magic to /usr/share/magic and no longer mark it as a
conffile.
 * I'll write a short /etc/magic with a message: "Add your local file
definitions here, the main defs will be taken from /usr/share/magic, but
don't edit there, send the entry to..."
 * I'll have `file' parse /etc/magic first.

 Any thoughts?
