There is no harm in saying that TOO.  But not everyone is on
the Internet, so the snail address is important.

      On Debian GNU/Linux systems, the complete text of the GNU General
      Public License can be found in `/usr/doc/copyright/GPL'.

There is no harm in saying that TOO.

    Do you think that the "You should have received a copy of the GNU General
    Public License..." part could be removed, then?

That would cause real problems.  These programs can run on other
systems too.  If someone gets the source from Debian, and builds it on
some other system, that reference won't work.

These are the reasons why we don't give permission for removing any
part of these notices, in FSF-copyrighted programs.
